RANKED MITIGATION
How the score is built. Five drivers, 100 points: coating condition 30, temperature band 25, insulation water/chloride 20, location detail 15, age 10. The temperature curve is the physics — carbon-steel CUI lives roughly −12 to 175 °C and peaks near 90–120 °C (hot enough to keep the film active, not hot enough to stay dry); chloride SCC of 300-series austenitics switches on near 50–60 °C and runs to about 150 °C. The other four drivers are gated by the same band (× 0.25 + 0.75·f) — bare steel under soaked mineral wool is harmless if no liquid water can sit on it. Cycling or intermittent service drags the metal through the band whatever the nameplate says, so it floors the temperature factor at 0.85. Mitigation points overlap (recoating and re-insulating attack the same wet film) — read the order, not the sum.
